  5.     Like Revolutionary patriot James Otis, Walter Fauntroy, the
  6. District of Columbia's non-voting congressional delegate,
  7. insists, "Taxation without representation is tyranny!" He is
  8. urging District residents to withhold their federal taxes until
  9. the city, whose population of 617,000 is greater than that of
  10. three states, is granted statehood and full-fledged
  11. representation in the House and Senate. Fauntroy's call has
  12. triggered no rallying of the masses. Perhaps that is because
  13. the Internal Revenue Service has the same opinion of Fauntroy's
  14. idea that King George III had of Otis': with or without
  15. representation, nonpayment of taxes is a crime.
